That differs per operation, and the answer comes from your own data rather than from a brochure. In the first phase we look at volume per topic, how unambiguous the question is and which systems need to be consulted. Recurring, clearly bounded questions with a clear source in your own systems are the first candidates. Anything involving nuance, exceptions or emotion we deliberately keep with a person.
